Important information for the applicants of Beijing, Chengdu, Xi’an, Shenyang, Chongqing, Jinan & Wuhan visa application center

INFORMATION LIST ON LABORATORIES THAT CAN PERFORM ACTIVE INFECTION DIAGNOSTIC TESTS FOR SARSCoV-2 PCR (COVID19 RT-PCR)

As it is of interest to all citizens who plan to travel to Spain, it is reported that at the moment China is not on the list of third countries from which, when traveling, it is necessary to provide a negative PCR. However, it is advisable to keep abreast of updates in this regard, since the aforementioned list is reviewed every fifteen days in the terms indicated in the BOE of November 12, in which the Resolution of November 11 of 2020 is published, of the General Directorate of Public Health, regarding the health controls to be carried out at the points of entry in Spain.

This Consulate General of Spain is aware that the following hospitals (a list is attached) (see annex) are capable of doing medical SARSCoV-2 PCR tests. This list does not exclude any other public or private hospital in PR China. As indicated in the fourth point of the aforementioned Resolution, the supporting document must be written in Spanish and / or English.

The centers included in the following annex do not have any connection with this Consulate General of Spain. This list is for the sole purpose of providing informational support.

As it is of interest to all citizens who plan to travel to Spain, the linkto the BOE of November 12 is inserted here, where you can find the Resolution of November 11, 2020, of the Dirección General de SaludPública, regarding health controls to be carried out at the entry points of Spain.

In relation to the measures contained in the previous Resolution, applicable from November 23rd until the moment the Government declares the end of the health crisis situation caused by the COVID-19, it is recommended to pay special attention to the following points:

  • All passengers departing from airports or ports located outside Spain must fill out, before departure, the so-called “Formulario de Control Sanitario”, through the website www.spth.gob.es, or the application Spain Travel Health-SpTh. Its content differs depending on whether the trip takes place by air or sea and the models are attached to the Resolution.
  • Passengers coming from countries or areas at risk listed in Annex II of the Resolution of the DG deSaludPública must have a document in English or Spanish that proves they have undergone a PCR test, obtaining a negative result within 72 hours prior to arrival in Spain. The document proving the negative result of the PCR test (Active Infection Diagnostic Test for SARS-CoV-2) must be the original, written in Spanish or English and may be submitted in electronic format. We recommend consultingthe Resolution of the DG deSaludPública for the data that must appear in the supporting document and the type of diagnostic tests that are not admitted.
  • The airlines will check, prior to boarding, that passengers bound for Spain have the QR code generated through the web or through the Spain Travel Health -SpTH application. Those passengers who have not completed the Health Control Form electronically may present it in paper format before boarding, accompanied by PCR test, if they come from a country or area classified as at risk.
  • The list of countries or risk zones, as well as the criteria for their definition will be reviewed every fifteen days. Updates will be published on the Ministerio de Sanidadwebsite https://www.mscbs.gob.es/ and on the website www.spth.gob.es.
  • On arrival in Spain, travelers entering by air or sea must undergo a health check before entering the country. This control may include taking a temperature, a documentary control and a visual control of the state of the passenger. Among the health control measures, PCR tests are contemplated for those passengers suspected of suffering from COVID-19.

To know the particularities of the previous procedures, their exceptions and the rest of measures to be taken into account, you can consult the above mentioned linked BOE. It is also advisable to find out about the measures applied by the countries in which the interested party will be transiting on his or her journey to Spain.

Dear applicant(s): BLS Spain visa application center in Shenyang, Xian, Chongqing and Wuhan are temporary closed from 1st of September till further notice. Beijing, Chengdu and Jinan visa application centers are open as usual.

Important Information

Measures relating to health checks to be carried out at entry points into Spain from 01.07.2020
Summary:

  • All passengers arriving in Spain by air or sea must undergo a health check before entering the country. These checks may include taking a temperature, a documentary check and a visual check on the passenger's condition.
  • A temperature equal to or higher than 37.5 ºC is established as the detection limit.
  • All passengers departing from any airport or port located outside Spanish territory must complete a public health form, the contents of which are attached as Annex I to this resolution (https://www.boe.es/boe/dias/2020/07/01/pdfs/BOE-A-2020-6927.pdf ). The process of filling out the form will be done electronically, so that all persons who are going to travel to Spain must fill it out before starting their journey through the internet address: www.spth.gob.es, or through the free application SPAIN TRAVEL HEALTH-SpTH. Once the form has been completed, the passenger will obtain a QR code, which must be presented on arrival in Spain.
  • A transitional period has been established, until July 31st 2020, in which international passengers who have not been able to complete the public health form telematically may present it on arrival in Spain in paper format.
  • These measures will be in force until the Government declares the end of the health crisis situation caused by COVID-19.

COVID-19: Temporary Restriction on Non-Essential Travel to the EU

In order to limit the spread of the COVID-19 globally, the European Council agreed on 17 March, to reinforce the European Union external borders by applying a coordinated temporary restriction of non-essential travel to the European Union, based on the approach proposed by the Commission. Order INT/657/2020, of 17th July, amending the criteria for the application of a temporary restriction on non-essential travel from third countries to the European Union and the Schengen associated countries on grounds of public order and public health in connection with the health crisis caused by COVID-19, will take effect from 24:00 hours on 22 July until 24:00 hours on 30 September 2020, without prejudice to its possible amendment to respond to a change of circumstances or to new recommendations at European Union level: https://www.boe.es/buscar/pdf/2020/BOE-A-2020-8099-consolidado.pdf

With regard to China, the recommendation of the Council of the European Union to make the opening of the borders of the Member States of the Union subject to confirmation of the existence of such a reciprocity regime is taken into account.
With regard to the list of third countries, the reference should be understood to be to residence in those countries, not to possession of the nationality of those countries.
